hessian If I run a threaded rod through the pipe every 2 feet and then connect the ground wire on the outside of the pipe to the rods do you think that would be sufficient?

No concerts...but If i am in the garden or by the stream or have a lawnmower running...well, I can hear the music...Actually measured it one year, we can hear it about 1/3 of a mile away on a decent day...not sure the neighbors appreciate that at times.

I think he is trying to stop the dust from forming on the outside of the pvc due to static. The inside of the tube is not usually a fire hazard? 

I forget what kind of heating it was (head cold, radiant?) but I had it in a shop and wrapped the tubing this way to keep the outside from being a ignition point.

Or you could just blow out the shop once a week?

This is why it is confusing, one group says run ground on the inside, one says don't do anything, and one says wrap it, wrapping it makes the most sense to me.

usually only commercial shops make enough dust to worry about it imo

if you keep the shop clean or blown out it should be fine?

I have only ground buildings on the outside.
