I've thought about this, and it feels like a paper tiger, especially with the vote at 98% or whatever. Lets say someone does sue the Saudis, and lets say they win. Then what? There's no enforcement mechanism in place. Do we then need an additional act of congress for sanctions? Seems like congress was selling smoke on this one.
