Don't think it needs to be cardboard.  I think they're typically cardboard because they're disposable, and to save on weight.  Doubt it's for any other reason.  The whole process would make me nervous though.  I'm sure if you called a local rocket club and told them you were planning on making your own engines, they'd tell you to get lost.
