This can be translated in one of two ways:

1.  I'll huff and I'll puff and not really do crap about it.  or

2.  I'll do nothing until I believe you have something I want, and then we'll strike!

I don't think it was "officially" state sponsored.  It was a "terrorist" act.

On the bright side, Obama is going to release the movie via Executive Order.
