Electric car owners could be a charged an annual fee to offset the gas tax those motorists don’t pay under prefiled legislation for the 2016 General Assembly.
“This is a bill whose time has come,” bill sponsor Sen. Joe Bowen (R-Owensboro) said on Tuesday at the last meeting of the year for the Interim Joint Committee on Transportation. “It is a bill about fairness. It is a bill that is about being proactive. It is a bill that in time will help our challenged road fund.”
Known as BR 61, the legislation would require the owner of a plug-in electric vehicle to pay a $100 fee when initially registering the vehicle and upon renewal. He said the amount of the fee was derived from calculating the average amount a motorist in a gasoline-powered vehicle pays in gas taxes per year.

Ahhhh, the great grab for taxes! One day the sheeple will figure out that taxing is an INdirect means of paying which disconnects payment from valid services and supports unnecessary and undesirable 'programs'.
Here's a couple pass-along thoughts on this topic -
A fine is a tax for doing wrong. A tax is a fine for doing well.
Next time I'm asked what "Party" I support, I will reply "Ataxist".
Ataxist is not a philosophy, its a mandate. Its not vague, it has a specific agenda and purpose - to eliminate participation in tax systems.
Of course the initial reaction will be negative, all changes are resisted by TTWIAHB (that's the way its always has been). But as the following reasons become HEARD, I believe that such a movement may have a chance of catching on.
Reason #1 - Taxes are involuntary. This is theft backed by coercion.
Reason #2 - Taxing always ends up a corrupt system because it breaks the linkage of cause and effect, effectively eliminating any self regulating mechanism for disciplining costs in relation to results.
Reason #3 - Direct means of payment are possible. Large organizations do exist that support themselves and provide a product/service, all on a choice to participate basis. (Telecommunications, consumer products, security services etc....)
If such a thing catches on, I believe that it may become possible that more people will start to see and think of the government as the entity that it really is - a service organization. Also this (non-)"party" can be accepted by, and possibly incorporated into other existing parties that want to achieve a freer life (Libertarian especially). Plus this is all legal. As an Ataxist I am NOT advocating non payment of taxes, I am declaring that I prefer an alternate system for payment. To that end I will do whatever I can to 1) pay as direct as possible for all products and services, and 2) not pay for those things that I do not want to receive or support.
Simple, direct and effective.

I recall hearing about something similar for taxing cyclists via requiring that bicycles "register" their vehicles. I can't understand why we would want to disincentive anyone who is trying to help.If you're not a part of the solution, you're a part of the problem.
'Registration' began as a 'protection' (in case of theft) idea but soon grew into a taxation means. Honoring each person to make choices that works for them is an element of freedom isn't it? Paying for something that one neither wants nor needs sounds more like extortion that a 'service'.
