i would imagine selecting the proper concrete is critical to keep moisture down?

kvr, would this be something you would have covered with house wrap or a synthetic waterproof barrier?

everything here is subject to high southern humidity and periods of high rainfall

I would use surface bonding cement which is designed for water towers and probably still cover with a sheet of rubber roofing material and then I would have no worries
