finally found what I was looking for, it's going to need to be bermed for use as a shelter, I have seen people out there burying shipping containers, but the cost and effort to do it correctly far outweighs the benefits imo
here is probably the best method of burying one
This book might be worth reading, it's not a shipping container build, but it focuses on waterproofing methods, etc. It's how we built our house.

budget?
LOW BUDGET! At first we're talking cover with soil, grass over it, shelving, eventually some 2x4 bunkbeds. It will earn its keep mostly as a cellar. It doesn't have to be hotel quality to be functional. Folding chairs, wind up radio, battery lights...it will still be a safe hidey hole.We have some storms but its not like being in, say, Oklahoma or Kansas. We won't be in there every week.
I can take a pic later today. It can't go underground because of the high water table here. Plus I'm claustrophobic and the thought of being underground freaks me out... probably have a heart attack just thinking about water seeping in and us being trapped in there.... (shudder)
