a couple of days after the earthquake and tsunami there were videos popping up of land mass that looked like it was floating in water from the liquefaction of the soil. My understanding is a lot of Chiba City was a land reclamation project, this would freak me right out

I've never seen this...my wife is from Japan, actually in Chiba prefecture as well, but about 19 miles away. I never really heard about that, she had other things to worry about at that time. But yes, I remember when I was there a friend of ours was explaining that much of the land out there was a land reclamation project.
Seems a lot of people out there are under the impression that the government has downplayed a lot of issues (mostly regarding the fukushima plant meltdown), so theres a possibility there is a big issue and it's been swept under the rug. The scary thing is that Chiba prefecture was pretty far away from the epicenter of the earthquake.

Turns out my wife's family was actually in her grandma's hometown yesterday. It's a city called Rikuzentakata. If you google it, you can see the images of what happened up there. It was a coastal town where the tsunami hit hard. She lost her grandma and a few other family members from that. Her family is out there right now to do some funeral services. I wish I could find a before picture to see how much was here before the tsunami
