Well at a best, you have people in a litigious society dealing with the  bureaucracy they work within.  I have a feeling everyone's terrified of being sued and/or losing their job, so they follow the letter of the law to cover their ass.  I imagine somewhere, there is a flow chart-  Is there heat?  If no, take kids away.  If yes, find another reason to take kids.

At worst, it's all part of a plan to keep people in line.  Nothing will make people cow tail to authority like the thought/threat of losing their kids.  Here you had a whole community of people without water afraid to say anything.

I have to admit that the cooler summer weather makes my job much nicer. I won't even mind cold weather in the winter. I just hate to drive on the snowy and icy mountain roads with no guard rails!
