I don't know if I would want to be producing chlorine gas, but interesting idea

Simply apply voltage between the titanium and the graphite titanium converts H2O ( water) and table salt (NaCl) into NaClO, sodium hypochlorite, also known as bleach. This will all revert back into NaCl water like your house hold bleach does when it losses it's strength.
