Although not strictly a joke, the document is intended as an exercise in drawing up planning documents for training purposes, rather than a real-life strategy.
Its authors noted that the general public sometimes "mistakenly believes that a fictional training scenario is actually a real plan" so they opted for "a completely-impossible scenario that could never be mistaken".
The planners note that "there are almost no restrictions on hostile actions" that may be taken against the undead, suggesting that the traditional rules of war may not apply.
CONPLAN 8888 also warns that the military must not allow America's nuclear arsenal to be compromised by zombie forces and that strategic airfields must be defended.
Its references include Zombies vs Unicorns, a 2010 book that tries to answer "a questions as old as time itself: which is better, the zombie or the unicorn".
Other references include World War Z: An Oral History of the Zombie War, the book on which the recent Brad Pitt film was based
