In talking with a buddy, he knows a guy who found a 1/2 acre plot, surrounded by state land, for $2500.

I know there are more deals out there like that.  I want to find some land for < $5000 in Minnesota.

Where should I look?  Any suggestions?

landwatch is a good place to start, I found quite a few listings for under 5000
