Mexico is #2 because there are TONS of families who have kids that are US citizens, but where most of their family lives in Mexico. When those kids decide to move south to the family cattle ranch or whatever they'd be considered an expat. That kind of phenomenon is pretty regular in the south west.

 Sorry to bump the thread, but I know a few people looking into this type of thing.  They showed me this.  It is for Panama.  Basically you need to show an income of $1000/month for life to qualify.  So I guess like a pension or a retirement.  There are other countries that offer this, but they are looking at central/south America mostly.  I know Costa Rica has something similar.  I have contemplated something like this and have travelled down there.  But I have a young son, so right now I don't think this will work.  But in the future, who knows.

A guy that use to work for me grew up in Panama, he had great things to say about it. Hessian use to live in Costa Rica and Icanreachit lived in Chile, they might have some good feedback on Central America and South America. 

I know Hessian has said that CR has changed a lot over the last couple years and is not the expat paradise it once was, a lot of expats were moving back to their home countries.
