So we built our place near a small creek. While we were building for 2.5 years it never flooded, or looked like it was going to flood.

So we build and now move out to our house and it has flooded our meadow twice :( All of our offgrid utilities are safe and are septic field is on higher ground so it is working fine but going out to the solar barn, filling up the generator, etc. is a pain. It also snowed last night so that makes it even more fun.

I don't know how to go about it but I need to cut new and widen some existing channels for the creek water so it has somewhere to go. I also want to add some fill to the meadow and bring it up in height and make it flat -- it is sort of naturally bumpy now. It is basically flat out here so once water comes on the meadow it won't drain away by itself.

Hard to tell but in some places water is over 16" deep, some places deeper.

Is it the creek that's flooding or is the water pooling up from the rains?

Creek. There were some small puddles from rain but when the creek floods you know it. I can see ripples in the water where the water from the creek continues to flow onto the meadow.

If my tractor was running I think I would try cutting a small ditch with my dirt scoop to move the water away.

As opposed to a ditch, you may want to consider putting a berm on the creek line. by berming, you would effectively get the benefits of both... a ditch where you pulled the fill dirt from and a berm along the creek line where you deposited it. Unless of course you already have a plan for the fill dirt from the ditch.
