I wonder if that's the difference, having the bullet hitting the water, versus being shot under water, if i remember correct the bullets basically disintegrated as soon as they hit the water, that pic looks like it travels some

Yeah the fact of hitting the water will dissipate more energy than if it's already in the water.
in the Olympics they even had to put a maximum lenngth at which the swimmers can stay underwater because it was more efficient for swimmers to stay completely underwater than being at the surface
