Not 100% sure yet, I have a line out to the guy who ran the MALC class I was planning on going to last time. He said you can do a build for between $400 and $700, so once he gets back to me I'll find some cheap, but decent quality parts kits. The goal is to be able to at least double up on these builds by the end of next year. Should leave me plenty to do a real nice quality build of my own and have a few grand left over to save.

Ok, so the rule as I read it states that anyone performing any work on a firearm or a receiver to prepare it for sale is a manufacturer. Anyone who produces parts other that those to be considered firearms are exempt.
Since the only part of the gun considered a firearm is the receiver, and I'm purchasing them already complete, I would be exempt. The difference is if I were to purchase some receiver blanks, and drill the holes myself, then I would be considered a manufacturer and be subject to the laws that govern them.
