I was reading an article earlier and it said google + was the second largest networking site after facebook, larger than twitter and instagram, I honestly don't know anyone that uses it

neither do i.
But everyone that has a google account (gmail) has a google+ account. So if they only look at the amount of accounts, yes, that could be possible.
But i'd say 95% of those accounts are inactive on google+

could be, I just looked at ours, seems when I post videos on youtube, it automatically cross posts them on google plus, not a fan of that

Pretty sure those numbers are inflated. Also, people can have multiple Google accounts.

Sim hit the nail right on the head... Anyone with a Gmail account technically has a "Googe+" account whether they want one or not; thus, if you include all of those accounts, perhaps they are the 2nd biggest.
But Google has a long history of failed social media startups; first there was Orkut, then Google Buzz, and now Google+... None of them ever hit it off well in the social media world. Don't get me wrong, I am not bashing Google (I use Google Drive as well Google Keep daily), but perhaps social media is just not their thing...

I remember in 2007 i was in Brazil and all the Brazilians were on Orkut and were asking me if i had an account. They probably were the only ones using it.

By the way, if you go to https://myaccount.google.com - there is an option to delete your "Google+ profile and features".
