Apparently, according to Ashcraft, legislative leadership was tasked to propose cuts for the capital gains tax decrease, "and, unfortunately, public library funding was cut."

You mean the people who can afford to do.
The head librarian makes the point that they can be the only resource for those with lower incomes.
I personally lived in that area. Personally used the libraries mentioned. Personally used their Internet access as a young kid in my 20's at a time when I couldn't afford dialup for myself, let alone broadband which at the time wasn't even available to the town I lived in.
That area is devoid of book stores and it shows in the low literacy level of the populous. The library is about the only outlet for it. I was literate before moving there, but I used those libraries to further my knowledge and skills... which helped me be more marketable in my work.
I still attend events at the local libraries 1 to 3 times per week here in Little Rock.
All libraries are a precious community resource which must be preserved and supported... lest the populous grow even more stupid as a whole.
