This thing has been going on a lot longer than just this recent incident. I can personally verify that Pennsylvania had a privatized juvenile justice system back in the 90's, and kids were never even given a solid sentence. 6 months or a year then a "review" hearing, at which if it was found that kid wasn't adhering to the program, they'd be sentenced to another 6 months or a year and a further review hearing... perpetually. The were cases of kids doing 2 or 3 years along side of juvenile offenders in for homicide and rape that had done little more than skip school.
