the steam link might be able to do that, I'm not sure if minimizing your game window will work on all games though. I think it's mainly designed so users can play steam games on their desktop, out in the living room or bedroom without running a 50' cord though the house.
The steam machine however is a standalone device that works like a console game system, except it runs all your steam games instead.

Bro.... I just build a micro atx system for my buddy that was smaller than your laptop and twice as powerful. We were able to compile a really good system at not a huge price. Micro atx has come a long ways I wouldn't put a computer on the back burner, besides I have been wanting to make a steam machine (hint hint) But I just got done watching E3 coverage of Fallout and its going to be amazing.....
