the president said they would allow people to keep their current policies for another year if the insurance companies want to keep them, how can they do that? Isn't it written into the law? Wouldn't this need a congressional vote to change it?

I can't find anything concrete on how they are doing this, but having studied political science in grad school (and being a political junkie), I can say that I imagine the administration will simply do this via an Executive Order. EO's are a very gray area in our legislative process; they have largely become a way for the Executive branch to legislate or amend legislation without Congress's involvement. Not that I like that approach, just sayin its a way of life in Washington... Executive Order's are kind of one of those unwritten things that no one questions for some reason.

ah the old EO, I think a huge melt down is coming on capitol hill, good to see they spent time talking to health insurance execs yesterday while the house voted to change the law. 2014 should be interesting
