the sad thing is, this contractor will only lose their contract. no one will go to jail for defrauding the government, and ultimately, we the taxpayers.

Flat tax. Everyone and/or every business pays a percentage of net income...yes even those who receive entitlements.
Lets turn the IRS into watchdogs that ensure corps and conglomerates are paying their share....instead of social engineers.
If i remember correctly Unfair taxation caused a little problem for the British empire some 200+ years ago.
