This week, U.S. Air Force Gen. Philip Breedlove announced that the deployment of U.S. troops to Eastern European countries may serve as counter-measures against Russia’s military threats against Ukraine.
Breedlove, who has been ordered to develop a plan for consolidation of allied forced until April 15th, mentioned in his interview to Associated Press that he would not ‘write off involvement by any nation, to include the United States’.
‘Essentially what we are looking at is a package of land, air and maritime measures that would build assurance for our easternmost allies. […]I’m tasked to deliver this by next week. I fully intend to deliver it early,’ – he told AP after the NATO conference in Paris, France.
He also confirmed that Russia’s military presence near Ukraine’s border does not reduce.
In order to illustrate this, Breedlove’s associates allowed AP representatives to have a look at photos taken by a commercial satellite above Ukraine’s borders and along the shores of the Sea of Azov. These photos allegedly show positions of Russian military aircraft, combat helicopters, artillery and Special Forces soldiers.
DigitalGlobe company claims these photos were taken at the end of March. However, there has not been any independent confirmation that the presented photos are authentic.
‘What we see there is a force of about 40,000,’ – said Breedlove. ‘I would characterize it as a combined arms army. In other words, this is an army that has all of the provisioning and enabling that it needs to accomplish military objectives if given them,’ – he added.
According to Breedlove, Russia’s goals in this remain unknown.
Forces located along the border may be used to intimidate Ukraine with their presence alone. They could be dispatched to the south to build a bridge with Crimea, or push along the shores of the Black Sea through Odessa and Russian Trans-Dniester enclave of Moldova, or even invade other regions of Ukraine, where pro-Russian activists demand unity with Russia, said Breedlove.
Whatever their goals may be, Russian forces are prepared to act as soon as they receive orders. According to Breedlove, action may be taken within 12 hours.
Breedlove says NATO member states have come forth with plenty of promises to assist in naval operations by the end of the year.
At the same time, he added that the most complicated matter at the moment it the positioning of forces on the ground. This is largely because such measures are usually the most expensive ones and, if used improperly, can also be provocative.
