They do this at my stepdaughter's high school. The principal also walks around with a Breathalyzer. It's a private school, so if you don't agree, you take your kid somewhere else.
The problem is, the false sense of security they have. I've talked to the principal and he's convinced they don't have a drug problem. I asked if they tested for Adderal, and if they cross-referenced it with those that have prescriptions. He gave me a blank stare.
None of the kids take the usual recreational drugs. They all use their parent's prescription drugs or sell their own prescriptions.
Right now we have a crisis in our town. Tons of kids are using Oxycontin, and if they supply dries up for whatever reason, they turn to heroin. We have a couple of heroin overdoses A DAY in our ER.

it's true about the false sense of security. I went to a private school as well when i was a teen, and so many parents and staff were convinced that there was no drugs in that school...
teenagers will always be teenagers
random testing will do nothing. What will happen when you catch a kid? Throw the kid out of school so he can take even more drugs now?
Repression is rarely the key in solving substance abuse problems.
