As someone who has a lot of experience refilling CO2 and HPA botttles, I would error on the side of caution when refilling these bottles. First and foremost, I would always underfill these bottles rather than risk overfilling. If bottles are overfilled, that liquid propane can turn to 100% gas in certain conditions and cause the bottle to rupture or detonate (I don't think those bottles have rupture discs on them). Secondly, I'm not sure the bottles are designed for refilling and not sure how the metal of the bottle handles the stresses involved. Obviously in a SHTF situation, anything goes. Not sure if I'm comfortable doing it though for my normal use.
