I have a couple issues with it.

1st, I'm not sure it would keep someone from drowning.  I think if you can't swim, you wouldn't be able to get and/or keep your head above water.  Secondly, once again, if someone is panicking, not sure they would have the frame of mind to activate it.  It needs to maybe be activated by water pressure/depth, and maybe have a handle on the other side to grab on with the free hand.  Also, can it be repacked?  It would be best if someone could "practice" with it.
