I've watched a few episodes of Alaska State Troopers, so I'm an expert. Let me weigh in.
I think a big part is how important was it for him to maintain his course? Was he heading home, or heading out?? If he's heading home, then it's completely justified. If he was just goofing off and unwilling to change his plans, then it's wrong imo. But he wasn't antagonizing it, he was trying to chase it away. And moose are very prone to charging.
