Likewise here in Texas. We're allowed to do everything but gas and main electricity service.
I stubbed up the main sewer last night inside of the footings so that the framing an begin but with heavy rains, we'll be focusing on other activities (replacing the water heater and plumbing the water over to the addition, tearing off the siding, and re-framing the existing walls).
I should add that I built a lot of potato cannons as a child so I have a lot of PVC experience. My only concern is getting the minimum slope so I bought a plumbers level (shows 1/8, 1/4, 3/8" per foot) and a lot of sand so that I could dry fit everything. Also, to air on the side of caution, I am placing everything at 3/8" per foot just to be safe in case we have any issues of settling or compaction prior to pour.
I'll get some pictures up this evening but I sleeved all of the tubing that pierces the perimeter beam with 6" piping and some pipe insulation, and some duct tape, and some 6" pipe clamps (redundancy). I have read that you should spray some spray foam in the ends to prevent concrete from entering but that stuff is fairly rigid so I'd like to stay with the pipe insulation if possible.

Alright, ends are duct taped.
Put in the new water heater last night with valves running to the room expansion. Damn that thing was heavy and I had to siphon the water out. Always do your maintenance on your hot water heater! Ours was 24 years old and probably didn't help our piping (heavy calcium deposits).
I'm now considering a water softener for the whole house but don't know if I can get away with installing one outside before it enters the house (it branches out immediately and there's no easy access). I would have to bury it or build a small underground box for it (for frost).
Foundation guys are at the house building the forms now. With that done, I will finish the rough in (research to be done) and they can start their pour!
Started to pull siding as well but heavy rains set me back this weekend (see: Hurricane Patricia)

Still sitting at the curb.
Have some major concerns about the concrete. Within the first day he has managed to:
- Back fill with loamy soil (not the cleaned gravel which is required per engineering drawings)
- Back fill the trenches that I had already cut 24" deep that need to be 35" deep to only 22" deep
- Skipped one beam - didn't even bother to cut it
- Messed up the re-bar (not per engineering drawings)
- Forms aren't even square (did the 36, 48, and got 59")
Trying not to get angry and hoping that these are all fixable. Currently I'm out $1800 so... f.
